If the commanders are still effective after they move, then the surrounding color indicating that a unit is within command radius should still be on so that the player can see which units are in command range.

Make sure it is completely erased (it is if you reformatted). By "reload" I presume you mean "install". Try rebooting before install - unless there is an antivirus preventing it or the installer is corrupt, I can't see why it would not install. Did you try re-installing otehr games? There is a button next to the button to board a train. Your unit changes into a ship until it unloads. You cannot board if you have moved, and you must be adjacent to a port and not adjacent to an enemy unit.

If you have the GS version running you should see the two sea transfer icons next to Kiel canal that are not there in the original. Depending on which con I press to start the game, I get wither the standard map or the expansion map, so try different icons if you don't see the above.
