Can't perform rail or naval moves PSP

Just started playing PSP version of Militiary History Commander Europe at War. Naval and Rail transport options don't seem to be available to me. The problem seems to be that I can't get the panel to the bottom right of the screen that shows a silhoet of a head a train with arrow and a loop of 2 arrows. The L button gives me all the generic options (repair, upgrade, force pool, etc.). The R button just gives me a blank panel with "Commander Europe at War and the upturned helmet. This probably seems like a silly query but I'm tearing my hair out here.

You can't rail or ship if you haved moved or if you ar adjacent to an enemy unit or if you are low on supplies.

Thanks Henri. It's certainly not an opponent adjacency issue since I've wiped them all out on the European mainland (I'm playing total sandbox first time out). Could be supplies. I'll see what I can do on that.

You need to select the unit, then click the R button, this will bring up the Transportation options.
