Or perhaps the 5th bullet means that the routers cannot evade if they are normally capable of doing so, and they are charged during the impact phase.

I dont know where you are from but the best value is probably the Old Glory range of figures. They cost about .30 USD per foot figure. And, I just saw this yesterday that they have FoG army packs. Medieval French for 90 USD.

Okay.

The Oscan Javelinmen would be "Other lighter equipped Italian allied infantry" from the main list then?

And Oscan heavy infantry, going by the Old Glory figure listing under Italian City States could be used for the "Italian allied pedites extaordinarii" perhaps?
