The disorder doesnt kick in at 1 per3, that's the effect of the disorder. I think that when they are shooting, they would still have their normal number of dice as the medium foot shot are not disordered. I would say you pay your money and take your choice. Dragoons are more expensive, but have a better chance of damaging the enemy. They are faster and so can be concentrated where you need them more easily. LF are cheaper, less effective in firing and slower. However, they dont need a gap to run away...
