I have the same issue as JHeim. I repeated the scenario 5 times and got the same result EVERY time.
Tried waiting until they land to do damage with the partisans, but got the same results.

This is the THIRD update that has killed my US Pacific add on, forcing me to reinstall it. Same thing happened on 2.9.6g hot fix and 2.9.8. Installed 2.9.9 and now I have to rerun the installer for US Pacific . . . AGAIN.
