Core import into Allies Victorious bug

imported my core from resurgent. All looks well. I placed the units, getting the subtraction from my RP.

I wanted to upgrade some infantry to 44 versions and some Shermans to the M4A3 76, and that was when the problem occurred. Trying to upgrade them during setup results in being charged the FULL RP FOR A BRAND NEW UNIT, NOT THE UPGRADE PRICE.

So, I pay 148 to import an M4A2 and then have to pay an ADDITIONAL 240 RP to upgrade it. Yes, I verified the full amount was deducted and not an upgrade amount. I have tried several approaches and can't get around this. Same thing happens with ANY unit I try to upgrade.

So, for a test I bought a new M4A2 and then tried to upgrade it. I was only charged the upgrade price to go to the M4A3 76.

So, importing the core is useless. Having built up experience in units is lost unless I want to run with older versions .. . in a campaign where, especially the older US tanks will get butchered by the German armor.

Running the latest version of OOB through Steam.

I don't own the Allies trilogy, so can't help you substantively.
Somewhere/somewhen recently someone either here or at the Steam forum advised to deploy at the airfield, upgrade, undeploy and redeploy at sea.(*)
I think I encountered a similar problem in the tutorial or USPacific.
IIUC there's a situation when the unit is in a transport at sea and that messes up upgrades (and repairs?).
