Is this just in Kiev? That the AI buys tons of IS-2?
I mean it must have a reason for the preference for this tank. In the scenarios I played so far the "spawn tanks all around a city" phenomenon only occurred with... BT-7 light tanks.

Kerensky already explained that this can happen late in a scenario. What is a bit alarming is that if this doesn't not only happen in Kiev... 1944 and 1945 will be filled with IS-2 in the late turns.

This behavior can be stopped, if deemed necessary, but it takes a fairly extreme measure to accomplish and completely stripes the AI of all freedom of choice.
I'm not really concerned about a gaggle of IS-1s showing up, especially at the tail end of a very big tank battle orientated DLC (you had your fun smashing countless T-34s with Tigers and Panthers, time to pick on someone your own size!)
But if IS-2 spam is a problem in late 1944, and 1945, then I'll do what needs to be done.

I think that spawning a bunch of IS's at the scenario ends is aggravating. Just when I'm about to win and clean up suddenly I have 7 more uber-tanks to deal with. It breaks the immersion and it's more pisses me off rather than anything else.

Well said Xitax, even when the AI would spawn a ton of BT-7s it was still annoying. I don't think there was ever a scenario that was made richer or more enjoyable by unit spamming of this sort.

So what you're saying is more work pre-configuring units, less letting the AI do its own thing. Okay

Yes. Last minute AT/BT/IS spam is kind of dumb.

It'll make DLC maps even more unsuitable for anything other than campaign mode though.

I don't mind the AI spawning units. They are good for stats and kill count for core units.
The only thing i would like to see changed is that spawned units in defensive AI scenario's don't clutter around a VH, but counterattack.
Another idea is - for the future? - that it is possible to tell the AI during scenario development which units it is allowed to spawn and how they should behave. Another thing that came into my mind , is an adjustable parameter how the AI should distribute its prestige points between spawning units and reinforcing/replacing strength points to units already on the field.

I am at Kiev 43 but can't play the scenario before afternoon. Let's see if there will really be a flood of IS-2 (why actually not a flood of T-34?).
Are there no solutions except "let the AI do its thing" and "pre-configure units"?
Talking about pre-configuring: At least two units in Prokhorovka could use it.
I am talking about the Anti-tank gun and the Flak moving into the river in the east and then sitting there and doing nothing, blocking the tanks behind from attacking for several turns.

Nope, it's all or nothing until the AI changes its purchase routines.
And those units were configured to be active, and I actually prefer them that way so they will attack German units on the river. But it seems most people would rather see them passive, so they are being moved to passive.

It will be definitely more challenging to overcome the entrenched Soviet positions in the vivinity of the river, that rolling over the AT and AA guns trying to cross the river
