"CommanderEuropeAtWarGrandStrategy-SetupRelease-300.exe" installs and runs, but the 3.1 mod won't run. The splash screen(s) display but it won't start and no log file is created <sigh>. I have a Win7 x64 game box with a couple of high-res monitors.

Yes, but after the war the USAF did a complete study of its tactical and strategic bombing campaigns. They actually went out and counted the destroyed targets and correlated this with the sorties flown and tactics used. My impression of the histories I've read is that the affects of the purges lasted well into 42. It took time to retrain officers and redo the fighting manuals. Rokossovsky and other officers had to be pulled out of a gulag.
