Soviet automatic DOW

If Axis player doesn´t invade Soviet union, when does Soviet declare war on axis? I can´t find that in the manual

Go to page 49 and 50 and look at the Key events calendar.

Russia will mobilize on a war footing on turn 40 Oct 20, 1941. It can not declare war but can build units

and war effort goes up.

On turn 50 May 8 1942 Russia goes active and will DoW on the Axis powers

Russia can build and place units even from turn 1. They can't move them and they can't place leaders until they're at war.

Yes, both US and USSR can build units and purchase labs before going to war. Not sure about the historical justification for a USSR mobilization in Oct 41. Is this for the ahistorical case where Germany doesn't attack in June 41? I've noticed that the USSR's War Effort goes up very fast after Germany attacks in Summer 41. I think by Spring of 42 its near 100.
