I had no idea either. When I built my first army (which I just got to 1000 points) I simply took the Rise of Rome table of contents and rolled some dice until I got a truly random result in the form of a number. I then found out which army in the book corresponded to that number and I started a Late...

I remember reading a historical reference that the Numidians were brown people with brown hair on brown horses - a quip from a Roman general, but it may give guidance.

Mine are painted medium-dark, not Nubian or Nilotic in tone, but darker than Mediterrainian types. I just painted the hair black.

One could also hold out belief that the armies that need photos do not encompass the entire lost scrolls book, as FOG may secretly already have photos of other lost armies that they plan to include. Overly optimistic, I know, but maybe.
