Making an amphibious assault would only be successful if you supress that hex sufficiently (or use a strong marines unit).

Also keep in mind with this type of system you would have a lot of freedom to custom design maps so no map would necessarily be predictable. There could also be a random factor for replenishing the re-inforcements pool. And it would be easy to set up "difficulty" adjusters. With regards to...

I must agree with Lionheart. Here's an example: I have a 10 strength Panzer IVG about to attack a 13 strength Conscript (Russian). The odds are 6-0 in my favor according to crosshair.
