If you cannot get Imperial Regions in the DLC version how can you posible win?

I have played several games as the start up Roman region and have read several articles on how to win as Rome. All the guides start with forming Roman Legions but in every game I have played I cannot build legions. What am I doing wrong?

I have been Infant Rome in two games and in neither did I ever get to create Roman Legions trough turn 250 or more. What am I missing?

I have been playing awhile but I am still unsure of the relationship in a building like a Sitrape. It can have 0 , 10, or more culture and a 1.2 decadence. When is the culture versus - decadence worth doing?

I had a city in Rome where I had a garrison of about 100, an Army of about 300 and was attacked by an army of 125. a single unit was released to attack another city. It was attacked by the enemy army and destroy of course. But I also lost the Garrison, the army and the city . How is that possible?

I was playing Macedonia after 190 turns and I went for 20 turns with no (0) objectives? How can you win with no objectives?

I have missions to both Asbytia and Scaga and I have no idea where they are. How do you find these isolated areas?
