Roman Legion

I have played several games as the start up Roman region and have read several articles on how to win as Rome. All the guides start with forming Roman Legions but in every game I have played I cannot build legions. What am I doing wrong?

Are you playing the vanilla game, or with the Persia DLC?

In Persia DLC games Rome doesn't have legions at start and it takes a long time before you can get them. (you can't even get the imperial version of the legion in the DLC games).

If you cannot get Imperial Regions in the DLC version how can you posible win?

The DLC game ends waaaay before imperial legions would be available. It is different time-period from the vanilla game, not a single prolonged game (Persia DLC game ends way before Alexander, the vanilla game begins after Alexander has already been dead for a long time). Alexander the Great kinda screws up the whole time-period, ie it is pretty hard ("impossible", some would claim) to have a game even remotely historical, if the game begins ages before Alexander is born and ends after he has been long gone.

There is no good solution. There could be 2 imperfect solutions, but the sum of them would require a huge investment in time (and the player would choose at game start what he prefers).

(1) either you railroad Alexander appearance and success, and you have a deterministic game outcome or (2) you don't and only nudge a bit the appearance of a good Macedonian general, and chances are high that you'll never see 10% of what Alexander did.

Somehow the DLC about Persia semi-railroad the initial success of Persia, and already, some players were not happy with this determinism. But not doing so would have resulted in a DLC without any sense or meaning.
