The recon aids the attacker when next to the attacked unit, not next to the attacking unit.
In this case while you are the attacker, for the return fire you are the attacked, so yes recon helps.
There is a hero [AimingAssit?] that works when next to the attacker, can be behind attacker.

RoF is holdover from PzC.
It is in the equipment file, but is not in units.cvs ; which is what the game actually uses.

Do you need a 'TypeLists' file?
Your mod can have it's own units.csv file.
TypeLists.csv is to allow the developers to limit units used without requiring the user to turn on a mod.

I have gotten PzC2 working using ThePortingKit on my Apple Silicon Macs, which is free.
The game uses 10G of RAM, so your machine needs at least 16G.
The Steam install is much easier, but I just got the Slitherline install working.

You double posted, try to delete one. AI can not create units. The scenario designer can have AI units appear 'randomly'. nikivdd did it in USCorps43.
