Not sure if this is an "exploit" but it felt pretty gamey. The Antigonids get bonuses for being at war, but the simplest way to get this is to declare war on very distant landlocked nations in the middle of Europe that cannot possibly fight you.
So you can decrease your status age easily without the exertion of actually fighting a war. And these phony wars tend to end very easily since there are no conflicts with objectives.

I did wonder about this when I read the Antigone country factors. If it is as easy to exploit as you say, that probably makes that nation a bit easy to play

Agree with this. The exploit about faraway countries could be solved by a war only counting towards the total once at least one participant has lost units in that war.

the negative of being at war is also you can't trade with them

Personally I try not to use this exploit. A lot of times, it's moot because all my AI neighbors DOW me anyway.
But even then, this isn't massively helpful early in the game because you already get a lot of decadence from the size of your faction. I don't think Government Age actually factors in that much. Especially because you're usually so embroiled in war that culture generation takes a back seat.

By mid and late game it becomes very important though.
It is simple to fix to be fair.

Yeah, I'd agree that the fix needs to be done. At the very least, there needs to be a proximity element. Enemy within X number of regions of an Antigonid region.
