Naval attacks first scenario SCW

Greetings,

In the first scenario of SCW, the light cruisers and the battleship sometimes shoot once and sometimes shoot twice per turn. This is also displayed in the units bar with x2 or nothing.
Can someone please explain this to me? especially because it cannot be read in the unit description. The 2x fire symbol just appears and then disappears again. there are no heroes on board.

U have either PC1 remake mod or AOredone active. Cruiser and BBs have a switch between flank move and bombard.

I play vanilla PC2 with DLC's. But i have "Storm over Europe" installed. Does it matter?

Same unit-changes in SoE. Unit changes from Mods are always active in anything u play, even MP.

it´s a switch, like with the Flak going AA or AT. AI can freely decide what to use, just like with the others vehicles.
