I started to draft an "umpiring philophy" document to include some of these and shelved it for time and other purposes. The below was where i started. I had a variety of other points. In hindsight many of the other points were irrelevant as players did not get worked up about things. But perhaps some want an umpiring suggestions that is for those supremely interested in tournaments and this stuff is rather easy to ignore for the vast majority of gamers.Refering to putting stuff in an FAQ

On a more serious note, probably something like this is appropriate:
1. An umpire will follow European Law rather than British Law, i.e. it is the intent of the rule rather than the specific wording will be followed
