I've been test-playing a couple of custom campaigns a lot lately.
Not once have I seen the AI move the attacker into the vacant hex.
Panzers, Fallschimjägers and Gebirgsjägers all fail to push forward.
AI aggression is set at 75 were applicable. Unit experience is 2-3. A number of units have had commanders as well.

Well. what do you know. Today three units advanced into vacant hexes.

No problem with the AI for me, but there's another HUGE problem with this:
The scens there evaluate the objectives on a "check turn" basis, set to "+1" of the turn limit of the scen (i.e. turn 16/15). And that doesn't work now, resulting in unwarranted draw or defeat situations for the players.
You have to go through them with the editor and change the respective objective trigger conditions, ASAP, please!!!

Yeah, we've seen these and are investigating/fixing.
It seems that these old scens used a hack to test for Turn = Last Turn + 1, obviously made before we introduced the "Check Last Turn" flag.
