in fact there is a distinction between the regular cards of the PAK mod and the cards of the DLC Grand Campaign. The SoftCap option is defined in the "gamerules.pzdat" file. If you now use the regular file under \ Panzer Corps \ Data with e.g. If you compare it under \ Panzer Corps \ DLC \ GC39 \ Data, you will notice that no SoftCap is defined in the DLC.

I often have a bug with AA small guns, they attack my infantery, and my artillery doesnt trigger any defensive fire, and my infantery doesnt defend either. Is it also the case in the big scenarios or only in grand campaign?

I have seen that indeed. If you switch the AA guns they become AT guns for the game. This is because many AA guns were used for ground targets also. This is in all scenarios if the AA gun can switch.

I dont mind aa guns attacking me. Like a 88 gun. What i dont like is that my units never fire back. And my artillery doesnt fire defensively neither. Never. Looks like a bug.

That's because the AA guns in AT mode have a range of 1; so no counter-attack is possible. I'm not sure if this is a bug or WAI.
