Loyalty Increase??

Loyalty Increase??
Is there any other ways to increase loyalty besides a few of the purple buildings? I tried stationing troops in city and in region but it only changed 'chance to revolt' I think. The CDR thing is really kinda ruining this game for me. I've conquered all of the Spanish peninsula, usually waiting until a region was an objective before taking it. I've built literally all the available purple buildings in each city/region. But some regions, especially my original ones, the loyalty is in the tank for some unknown reason(s). I could have all the culture possible but if it is multiplied by atrocious loyalty, I am always in the bottom tier of the CDR. It's a no win situation.

check the tooltip for the region - that'll tell you why low loyalty but I'd guess you have too many slaves?

Watch the money roll in and your loyalty shoot up.

I have read the manual. It may be that this olde brain isn't clear on all of it still. Have read through it more than once. We can't all be instant geniuses on the game.

Tagus, one of the original 4 regions. Population consists of 22: 3 slaves (6-8 unrest) + 12 citizens (3-5 unrest) + 3 citizens (6 unrest) + 4 citizens (2 unrest).
Loyalty Base Region = 80 -96 from pop + 7 structure + 20 welfare = Final 11.
What caused this over time? How do you counter it?

The more markets you build the bigger the chance and more frequent is the chance to get a Decision Event allowing to go either well slaves, buy them or distribute them more equally through your nation.

Got it. I just haven't seen that decision yet in either of my games.
