I just finished this scenario. The Docks were not damaged and the Campbeltown didn't blow up. I destroyed all the British land forces. I received a marginal victory. However, I didn't destroy the Campbeltown. Do you need to destroy it for a decisive victory?

I think you have to avoid damage to some low strength structures as well - it's a while since I played. On a PC you can click the messages option to show the victory conditions, so you could reload last turn and check or just restart the DLC and see what it tells you.
If you have an exeprienced strategic bomber you should eb able to destroy the Campbelltown, but I don't think it helps. And even though I usually prefer strat bombers over tac bombers, I'd usually bring my best fighter and Rudel in a 110 as strat bombers gain experiencee quickly enough to buy them when needed.

I looked in the scenario file and it's not entirely clear there, but you need to keep all four of the docked submarines alive.

Campbeltown requires many attacks to kill, even from a strat bomber, and it is not necessary to achieve victory. Just block it so it can't blow itself up.

The Decisive Victory condition depends on a script tag that depends on the enemy ship reaching "Zone 33", which isn't a zone viewable in the editor from my limited knowledge (only goes up to 32).
The one thing that's obvious though is keeping all the docked submarines alive and not getting the dock explosion damage pop-up, presumably from letting the enemy ship get too far into the docks.

The 'cambelltown' doesnt matter at all, its entirely about keeping the subs. It doesnt matter about the other structures/dumps iether.
