Scrambling normally needs Radar_1 what is included in the spec-list of the Marines campaign, but it looks like the number of early specs hit the maximum width/columns of the shown list. That's why some specs are not shown anymore next to each other.
Female Factory Labor should still be obtainable if you pick War Economy first. The tree-lines don't show correctly anymore there for specs that are earlier available than the defined campaign start-date in the data.cmp file.

I have 2.9.9. version of the game, so don't think the problem was on my side.

Interesting. If I am reading that correctly, it means if you did not choose Radar or War Economy earlier in the campaign, those specialisations and their "descendants" may not be available later in the campaign.

Now I know what's wrong: Magnetron Radar (Radar_I), the prerequisite of Scrambling, is only available for usa, britain, germany, japan, ussr, and not for the marine_corps faction. That’s why it won’t show up in the game.
The placement of the specs in the list is usually messed up if both, the spec and its prerequisite-spec, pre-dates the campaign starting date. It would be helpful if the spec-description also mention the requisite. A better sorting, like attaching Female_Laborers directly under War_Economy, couldn’t hurt either.
You have to edit the data.cmp file in ..WW2_Data\Content\Campaigns\4MarineCorps and change start = 1/1/1941 to 1939 to see the correct spec-lines again.

edit (correct my mistake): I was able to use 1940 techs in Morning Sun but only in late game so okay in that campaign.
