Hey again, could I ask you for a test please: go to "Change configuration", pick "1600x900 32bpp" with [V] Fullsceen and hit Play. What is the effect?

Hey, good news. There is a solution!
Window-stretching is caused by Windows 8 on "high DPI" devices. You should be experiencing blurry windows and text in other applications too.
To fix this:
1) right click on Steam icon
2) click on Compatibility tab
3) select "Disable display scaling on high DPI settings"
4) hit OK and restart Steam
In my case Steam was blurry before following the solution and it was sharp after. It also fixed Commander resolutions. Please let us know how it went.

Problem here.. first I´m in french, when I right-click on steam icon I see a "solve compatibility problems" only (in french) and nothing like the option you describe. I happen to have an old version of Steam but I didn´t encounter any problem with any other game. Nevertheless I tried to move to the new version but I got a message "cannot write C:program files(86)/steam.. Here I am by now.

I downloaled the new version of steam and the "big picture mode" is not blurry any more indeed but no change for Commander, I´m sorry. And frustrated..

Ah, sorry 1st point should read:

"tried to move to new version"? Don't know what you mean, but please do NOT move any files. Many of your applications are blurry actually, it is the issue with Windows 8. You will not notice it in Steam's Big Picture Mode because it uses big fonts (for big screen) but you see it in Steam normally. Please try the solution one more time. I reproduced your problem on a laptop with fresh Windows 8.1 and your exact graphics card. I really think it will help.

I did it (in the compatibility tab) but no change for Commander, even though Steam is not blurry anymore in "big picture" mode (thanks).

Not forcing to anything of course but this was the first thing that worked for me on test machine that had the same issue.
Since selecting 1920x1080 makes things too big, selecting 1600x900 makes it look correct (at least on on the machine I was able to reproduce your problem).
Other than that I am afraid there is no solution at this point.
