Infantry spotting and reaction

I have noticed on a few occasions that an infantry unit can move adjacent to an unsuppressed enemy infantry unit and not be shot at.
Does this mean that spotting and reaction are not always automatic for adjacent infantry units?

They could be out of shots.

No they had not fired - should have had shots/actions

Without knowing the exact specifics of the situation it's hard to say. They could be holding fire, for example. Or (for whatever reason) not think they could hurt you.

I known I've screamed at a unit to FIRE, DAMMIT! only to find that some idiot had accidentally ordered them to hold fire. :oops:

The unit that did not react was a MG42. Do they have a set up penalty in the opponents turn immediately following their movement? I've seen this happen with AT guns.

If you have a look at the data you can check the reaction chance. For fixed position weapons like AT guns and heavy MG's it may be set that have a chance to react of less than 100% and that would mean you can sometimes creep up on them. This would only be to flank/rear and I'm sure they would have 100% in their forward arc. I think everyone has 100% chance to react in their forward arc.

OK that could be it. My approach was to the HMGs flank.
Following on from my previous post. Don't AT guns (and HMGs?) require a complete turn to set up (ie 2 player turns) so they are not (re)active in enemy turn after they move?

They definitely cannot fire in the turn they setup. I forget if this means they can react but probably not. I'd need to check to find out. That could also be a reason.
