Yes, but only if the STR is in range of a leader.

Is it possible to kill a leader permanently? If the answer is yes. How can it be done?

Correct, a leader may be removed permanently for a game if he is sunk on a transport, but their is a percentage that he will survive.

Last but not least I'm not 100 % sure what would happen with a leader if a (damaged) paraunit with a leader makes a jump and is destroyed either by the interception or damage when landing in the hex.

when preparing to invade France how can the allies determine if there are u-boots waiting in the French ports to pounce on them?

I don't know if this is what you're thinking of, but declaring war on Latvia, Lithuania, or Estonia on turn 1 (or any turn before Russian DOW) puts you at war with the USSR. I don't recommend it. :)

thats self inflicted punishment :D the game engine actually takes punitive action and punishes you in what I asking

If the Axis player does not DOW Poland on turn 1, Poland will DOW Germany instead and the Polish will not get the morale penalty, i.e. the Axis will be penalised for not attacking Poland on turn 1 and according to the historical timeline.

also note that the game engine has the Axis declare war, not the poles

I'm not sure if this is what you're looking for ... an early Italy activation possible for each turn the allies are below the minimum naval requirement in the Med after an axis conquest of Belgium.

The minimum naval requirement, which counts both French and UK naval units, is 10-points where BB's and CV's count as 5, DD's as 3 and subs as 2. If the allies are below 10 points at the end of their turn (after Belgium has fallen) then a draw is made with the probability of Italian activation equal to (10-allied_naval_points_present_in_the_med)*10%.

good thinking but not quite, the question is what is the first possible punishment for a non historical infringement
