SE Unit Question

SE Unit Question
If I understood it from the "common questions" thread correctly, there's a 30% chance of getting such a unit after every scenario of a campaign (or better at the start of the next one). Is that right, and are there any other requirements?
I'm slowly progressing with my first vanilla campaign, just finished Kiev. Overall I had some decisive and some marginal victories, yet received not a single SE unit so far.
Is this just bad luck?
edit: I know I could save/reload until one shows up, but this looks a bit too exploitish to me.

Bebro, I played the whole default Campaign and only got 1 Infantry SE unit till the very end.
Now that was BAD luck...
I now reload till I get a SE unit. Yes, it is exploitish. I don't reload when things go wrong. That's how I play.
IMO this shows again that the system how SE units are awarded is flawed. Who besides people on the forum knows how many SE units you can get and how they are awarded anyways?
There is also the apparently common exploit to always disband the last SE unit to be awarded at the begin of the scenario - free prestige.
I am pretty sure the people who do that also reload till they get a SE unit in the next scenario.
The whole system really cries for being exploited.
I would like to suggest something like a "SE Unit" shop where you can exchange them for "Victory Points".
Loss: 1 VP, Minor: 2 VP, Decisive: 3 VP. Or 0,1,2. You get the idea. A tank would cost more than a SE Infantry unit. Say 5 for Infantry, 7 for a tank or something like that.

I don't see a problem with exploiting SE units, if you reload a lot, you can exploit everything, not only them.
The player is not supposed to know exact numbers involved in SE unit generation, the point with these units is that they are random. So in different campaign play throughs you will have different SE units, obtained at different points of the campaign, or even not at all. And this might affect your tactics and strategy a little bit.

ehehe, Yes, I know that for sure. I spent 5 mins explaining to a strat game noob how to point your AT gun at planes before realizing I was saying AT and not.. AA. I developed an emergency after I realized it and hung up the phone. Oh! Well, that's one aspect, why I don't like the actual SE units system. It is not a reward, not a "gift"/support for strategic planning - but a gamble. And it effects well the game balance. It is not the same, if you have 8, or 9 units (more than 10% difference). I would like to see more a reward-, or a buying method SE units system.
I'm still happy, that, there is a workaround, to make it in that way in (custom) campaigns: it is possible to reward the player, after a DV, with a (captured, spezial, or prototype) unit in the next scenario. Of cause, than a plus, modified map has to be created for this, but it's not a big deal.
