I get very frustrated by sometimes embarking a unit in a city just to see what railway I can choose from or
using a paratrooper just to see which range I have and then disembark them and then I loose the whole turn for the units.
I am sure you can say that it takes much time to embark and then disembark realistically but this is unneccessary in this
situation since I haven´t done anything with the unit at all.
Is this by design or a bug ?

I would say that this is fine the way it is. Keep in mind the scale of units. Lets say each unit represents a Brigade/Regiment - Thats alot of Soldat! Now, imagine planning an operation for that many people that involves them getting on a plane or a train. Think of the logistics and planning involved in such an operation. It takes a massive effort to move that many people (in an orderly and military fashion) and I think that a 1-turn penalty is justified.
