I'm not sure I'm missing something.
It looks like from the shooting priority section that artillery can shoot at anything in the arc of fire. And it looks like from the line of sight section that enemy bodies don't block line of sight. So if the enemy has a body of MF in front of a body of horse both beyond 8MUs but within range of the guns, the guns can shoot at the horse. I'm fine with that, but have doubts because of the last line of overhead shooting which says that m&h arty can shoot over enemy artillery (which seems unnecessary if I haven't missed something else in the above).

I believe that you can shoot through enemy skirmishers but can only shoot over, not through other enemy troops. You have to be either on a hill or they have to be on a hill so the arty can see them. Also if the enemy is within 3 MU of the arty they have to shoot the closest enemy, otherwise any target of their choice in range and arc can be shot at.
Looks like it might have been an omission or I have been playing it wrong, but it does seem odd that enemy troops do not block line of sight if you are both on the same elevation...

It is implicit in the overhead shooting section, but I agree that it should have been stated explicitly.
