Two can play at the city diplomacy game:

Vulci is entirely unpersuaded by the influence of the Roman army and votes overwhelmingly (DR 10) for neutrality.

Over to Etruscans.

Vulci is in fact friendly for the romans with a d10 roll, I guess that kind of makes up for your armies losing cohesion when trying to retreat before or after battle. Very unfortunate for us, we will give our answer.

Etruscan side tried to take back the city of Vulci.

Roll is 3 => 3 + 4 (momentum) +1 (friendly army next to the city) + 1 (friendly city connected via road) -1 (hostile city connected via road) = 8 => The city of Vulci becomes neutral.

Y2O7. Roman city Diplomacy to Vulci.
Roman diplomacy failed (rolled 2). Vulci is still friendly to Etruscan side.

Over to Etrusk.

But a dice roll of 10 always results in a positive outcome and will change the status of a hostile or neutral city to friendly. Chris rolled a 10, the city switched to roman control on that turn, then neutral on ours since we didn't get a dice roll with the modifiers to the sum of 12 or above. I would love for it to be as you say in this situation, but it isn't.

12+ or a natural 10 make the "allegiance" of the City moves by +2.
If Hostile is -1, Neutral is 0 and Friendly is +1, so a natural ten is -1 + 2 = +1, so Friendly !

Year 2 - Operation 7 - Etruscans - Faction Diplomacy

We invite our beloved hill tribes to join us to feast on the way to Rome.

- roll 1 - automatic failure.

Somehow, the Etruscan ambassador managed to die on the way, leaving a wife, children,
and a dodecapolis (minus one) prey to grief.

I feel like those children are gonna be trouble for Rome in the future !

I am a little confused. So summarising last moves here:
Rom OP6: City diplomacy Vulci is friendly to Rome.
Etr Op6: City diplomacy Vulci is Neutral.
Rom Op7: City diplomacy failed. Vulci is still neutral.
Etr Op7: Faction diplomacy failed.

Now it is Roman Operation 8.

Y2 Roman Op8: City Diplomacy to neutral Vulci.
Rolled 8 . +1 linked friendly city, -1 linked enemy city, -1 enemy army = Result 7.
Vulci is now friendly to Rome.

Over to Etruscan side.

Y2 Etruscan Op8: City Diplomacy with Tarquinii.

Rolled 1 => a roll of 1 on the dice always results in failure.
It would seem like the gods themselves wish to protect Rome from its demise.

Year 2 - Operation 9 - Etruscans - Faction Diplomacy

Sabines, don’t be fooled by the Romans. We are true friends of the hills!

- roll 2+4=6 - no effect

Well, we’re going to sacrifice a few dozen goats, we’ll be back...

Turns out that the Samnites actually approve of the stories circulating of Etruscan atrocities, and remain loyal.

Roman turn 10, faction diplomacy - Samnites - DR=2.

Y2 Etruscan Op10: Faction diplomacy with Gaul.

Rolled a 7 => 7 + 4 (momentum) = 11 => success, allegiance with Gaul is adjusted by +1 for etruscan side, that should mean a +1 for the romans allegiance status. This concludes this year's campaign. Maybe with a few more victories like this ones and we shall be undone.
