How exactly does this stat work?

I know it affects Efficiency, but its value ranges from 10 to 25 (I think I've even seen 5, but never more than 25), so how does that number translate into the actual reduction of Efficiency?

For example, a strategic bomber with a Shock value of 25 is supposed to reduce Efficiency more than one with a Shock value of 20, but is that difference actually noticeable in-game?

yeah it is a bit noticeable. And engineer with shock value 10 attacking will reduce efficiency by 1 or 2. Often just 1, but if he himself is at full efficiency, his first attacl will reduce enemy efficiency by 2.

bombers with shock value 20 will reduce efficiency by 2 as long as they are at full strength themselves. They will also reduce supply of a bombed city by 2

I have never actually noticed Efficiency being reduced by more than 2 points. That's why I'm wondering what the advantage is of using the best strategic bombers over an engineer unit or even a tactical bomber... at least when it comes to reducing Efficiency, of course
