WHY ?
In a JAP, a BG of CV purse and stop at the edge of a terrain that severly desord him. In this terrain there is a BG of MF offensive Spear. During the next turn the BG of MF charge the CV that cannot evade for good reason. After impact and mélée phase, the CV cannot break of because MF are not Steady FOOT in the difficult terrain.
Is it right ?

Yes. Although, why would you want to break off?
- You will have more dice (your opponent is disrupted - losing 1 dice in 3)
- You will count your sword (spearmen not being steady)
- Your opponent has a minus for all CT's for being disrupted
- If you have better armour you are at + in melee
Sounds like a good situation to me!

cv no positive poa . The MF are in difficult terrain .
Mounted get a POA against medium if the mounted are in the open. If you check the glossary you will find that it is the terrain that the troops claiming the POA are in that counts.

Regardless of the POA, MF in difficult are disordered so are not STEADY.
Therefore the cavalry cannot break off, whatever the cohesion state of the MF. They could get stuck in a disadvantageous melee, e.g. 4 average protected bow sword cavalry versus 8 MF armoured superior offensive spear.
