A quick reply, since I see I've been mentioned.
I also don't intend to do anything with Iran, as Akkula hasn't created enough Middle Eastern content for me to work on it either. I'm much more comfortable with the scenario editor than with general modding, including army creation.
However, we have the flags and a slot in the army list for Israel, Iraq, Qatar and Saudi Arabia (the last three of them were on historical scenarios), so I guess it is possible to add units to those lists ; but I already have enough projects planned to not try to jump into it
Sometimes, i tinker a bit and it could work. For example, to represent talibans in first British campaign, I used the ISIL unit list with a modified flag on the units icons. They have Kalashnikov, RPG-7, Toyota pick-ups, etc... so the illusion works well.
But Iran has a wide range of equipment, some of which designed locally ; so I can't use the same trick for a more complex army.
Hopefully, the game Modern Conflicts will offer more Middle Eastern-related content. It might be a good idea to ask the question on his forum; with a bit of luck, he'll be interested.
In the meantime, I'll keep an eye on this Russian submarine story. I have a feeling this mini-campaign is hiding something bigger
