In the comments there was a mention of a "home rule" about paratroopers.
A bit of scripting and ...
Paratroopers have restrictions on movement by air.
Indeed especially Soviet Paratroopers had a landing radius of about 200-220 km from the front line.
You can end up with several options.
I use a similar principle to that of ‘Strategic relocation of aircraft’.
Through switch mode. Paratrooper - Intermediate unit that have a link to airfields - Air unit.
In this variant there is a peculiarity that Air Transport is not taken into account.
Which is acceptable for 1 unit of paratroopers.
We got fuel restrictions, but lost suppression on landing and inaccurate landing.
But we gained the ability to have an immediate turn of action after landing.
Which is perfectly acceptable outside of D-Day. When the unit is just idle for 1 turn.
Another option, we can make restrictions on simultaneous presence in Air mode no more than 1 unit.
Which would reflect the limitations of Soviet transport aviation.
Go even deeper and we can make the possibility of airborne landing, once per scenario.
Which is more suited to the Soviet side, although it had a few para units.
Although historically the landing was carried out in early 42 and no longer falls into 1941.
Of course this includes disabling the ability to switch to Air mode on Airfield.
Otherwise the unit can get the tactic ‘Jumping on airfields’.
Loading into Air mode can be only available in specific airfield.
