For the Axis side no.
For the Soviet side, dividing into smaller scenarios is also not possible.
Because this is a fall from the strategic to the operational level.
With many restrictions, the freedom to choose actions will be lost.
All weapon system production rate are calculated monthly or annually linked to the full map.

Balanced multiplayer is interesting if all its problems are solved :D

No, actually a cool mod, I recommend, I played several times, especially well held the southern flank, Romanians and rangers got the full brunt of the Soviet artillery and infantry. I believe in Intenso82, maybe you can lay out 1942 like that, very detailed and in detail? :D

I've been playing it too ) Last time there you could turn all of Finland into Soviet territory without much flicker of intelligence )))) Maybe after 7 years of promises an update will certainly fix all the mod's ills ))))

Actually, there is no active work on the mod right now. Just some screenshots :)
Waiting for the rest of the new Soviet naval icons 8)

The southern flank of the Soviets is indeed stronger.
It has been historically. They assumed that the southern flank would be the scene of action.

Later they moved some units from it to other directions.

Now the “old 1939 border” will be added.
An area will be added that will be the same as the “old border” in the South and Center and slightly different in the North.
For the first few turns, units in this zone will receive some penalties.

After and along with 1941, I'm looking at an earlier time for 1939.

Recently watched a video on youtube of the MP game BE2.5 Allies vs McGuba)
In the comments there was a mention of a "home rule" about paratroopers.

A bit of scripting and ...
Paratroopers have restrictions on movement by air.

Indeed especially Soviet Paratroopers had a landing radius of about 200-220 km from the front line.

You can end up with several options.
I use a similar principle to that of ‘Strategic relocation of aircraft’.
Through switch mode. Paratrooper - Intermediate unit that have a link to airfields - Air unit.

In this variant there is a peculiarity that Air Transport is not taken into account.
Which is acceptable for 1 unit of paratroopers.

We got fuel restrictions, but lost suppression on landing and inaccurate landing.
But we gained the ability to have an immediate turn of action after landing.
Which is perfectly acceptable outside of D-Day. When the unit is just idle for 1 turn.

Another option, we can make restrictions on simultaneous presence in Air mode no more than 1 unit.
Which would reflect the limitations of Soviet transport aviation.

Go even deeper and we can make the possibility of airborne landing, once per scenario.
Which is more suited to the Soviet side, although it had a few para units.
Although historically the landing was carried out in early 42 and no longer falls into 1941.

Of course this includes disabling the ability to switch to Air mode on Airfield.
Otherwise the unit can get the tactic ‘Jumping on airfields’.
Loading into Air mode can be only available in specific airfield.

Too many unrealised ideas for 1941 and so little time.
I'm guessing there will still be three more iterations of the1941 version before it's 1942.

I recently calculated that there are about 160+ types of Soviet units in the 1941 mod(technical version) and it would take 50+ hours to tidy up those units in the mod.
I don't mean unit stats, I mean technical work, adjusting icons, resizing, changing contrast, adjusting animations, sounds, finding and fitting images for units, testing how it will look on different terrains and in different weather and a lot of other things.
If something isn't satisfactory and you can't solve it, work slows down or stops.
It's not my favourite part of working on a mod and it slows or stops progress a lot.
For example, I added almost all the ships of the Soviet Navy, but not all the icons in the same style...
