Each merc has a small chance (it's a bit logarithmic, so say between 2 and 5% each) to raise by 1% the probability of getting a Civil War.

Yes that's expected, it means the % is fairly high. You'll get one soon.

OK so something like 2%*logx(#Merc) giving say 5% per merc of giving 1% civil war chance?

Yup, but "less than" instead of "around":
adding around 3.5% (between 2 and 5)
