Add the mods folder and copy all DLC's there. Then open a scenario from DLC'39 with the scenario editor, change something, e.g. place an additional tank somewhere, then overwrite the old scenario with the changed one and start the campaign and see if it works.

OK, done. Changing something in DLC 39 file in the documents or in the panzercorps folder? I changed both identically. But when I start the game the change is not there. What do you have in your scenario folder in your documents? I don't have this in mine.

I am at a loss now. I had a similar problem when the game was new. I could edit the scenarios, but when I played it always loaded the original. So I deleted all the DLCs in the main Panzer Corps folder and just left the folder under Documents with the DLCs, then it worked. The only way I could explain this was that the scenario editor was accessing the DLC in the Documents folder, but the Panzer Corps exe was accessing the folder in the DLC in the main folder, and the problem never occurred again since I manually created the Scenario and mods folder under Documents/my games/Panzercorps--- before each installation.

Thank you so far for your tips! That is something I always think too. That there are troubles with accessing. ‘The Lapland War’ (September 1944 - April 1945) began after the signing of an armistice treaty between Finland and the USSR on 19.09.1944. According to this treaty, Finland was obliged to remove the German troops remaining on its territory and hand them over to the Anti-Hitler Coalition.
In fulfilment of the treaty, Finland began military operations against the German troops in Lapland.

The aircraft shattered and petrol spilled onto the deck, which quickly ignited, although Missouri's crew quickly extinguished it. The attack caused superficial damage and the ship remained afloat.

You will find a new rework of this scenarios
Now it is possible to purchase Waffen SS as core units. The campaign also awards Waffen SS units as bonus units.

A massive, inspired mod. Truly spendid.
One suggestion for you. Make halftracks/251's etc. more resilient and capable of punching back. They are semi armoured vehicles with mounted MG's but in the mod they have the stats of canvas trucks.
It would also negate somewhat the unwanted effects of the AI sending its infantry into enemy lines before dismounting.
