There also seems to be a cap (256) to the total number of units that are loaded/shown for unit selection. It probably is a bug. You seem to have outwitted the code. Special automated unit moves for particular scenarios are very hard to code without the possibility of some particular circumstances stopping them from working as intended.

Each square is 1/4 of long bow range. Roughly 60 paces.
