There also seems to be a cap (256) to the total number of units that are loaded/shown for unit selection. All the unit types and their maximum numbers show fine in the army selection stage (see first picture below), but when having created the battle, at unit selection stage (see second picture) th...

Probably, but there is a big risk of introducing alternative bugs in the process. "Intelligent" behaviour such as you suggest just requires too much development for a single scenario.

It probably is a bug. You seem to have outwitted the code. Special automated unit moves for particular scenarios are very hard to code without the possibility of some particular circumstances stopping them from working as intended.

Each square is 1/4 of long bow range. Roughly 60 paces.

That, of course, is at the default models to men ratio. It breaks down if other scaling is used.
