It's pretty bizarre that a router would block a single site. Does it have any built-in virus/firewall/security type applications?
Could you try googling your router blocking specific sites - it might be something someone has seen before.

I've played it twice as the Romans now, first time against the AI and just finished playing a human opponent. On both occasions Rome won quite comfortably.
