I dl'd the newest version this morning. After uninstalling the old, and restarting I installed the newest build.

Installation goes just fine but the game will not launch. I get the error "Pandora updater has encountered a problem and will needs to close".

I've noticed the same thing. It seems like there is no escalation based on prior interactions. For instance having a trade agreement, and research agreement, but still having tribute demands, followed by gifts.
