I think the OP's issue is about the Victory Points not Resource Points.

I had a connection error message when trying to upload my 2nd turn in 2nd round today. Had to exit and replay that turn. Hope it doesn't look like I cheated.

Harpoon. I could spend hours loading out planes for various missions from aircraft carriers. Sending waves of planes to try and overwhelm Soviet naval defenses. Keeping destroyer screens ahead of fleet looking for Ruskie subs. Haven't seen anything like Harpoon.
