I intend to look at your link but I did want to state something after having played a lot of the Chess tournaments. First I like the concept of the tournaments and I feel they have been both challenging and enjoyable... in short well managed and the penalties are black and white fair I think... not ...

I enjoyed the tournement. If slitherine is looking for new scenarios, review the one's in John Tiller's campaign series. Those are the best collection of ww2 historical scenarios.
