Those are the historical events. Above that is the current phase, should be movement.

I had not thought of this, but my answer would be yes, if they are in an enemy province during the winter, and are not conducting a siege, they must eat and thus may also pillage.

If you lost a battle this season, please send me where your army will retreat, or if your in a home province you can elect to retire to a castle.
