No, your best units are likely the ones from your capital, Sacred Bands, Legions etc.
There are 10 kind of hard problems in computer science, naming, cache invalidations and off-by-one errors.
There are also 10 kinds of people, those who understand binary and those who do not.

on another note, when can the hellenistic factions recruit theureophoroi/thorakitai units/ kataphractoi units? have seen them in the files but was wondering.

This is usually covered and abstracted by a military reform. For Kataphractoi, that's a Civ Level III unit.
