There are a lot of important timed decisions. If some of them show up too soon there is no way they can be accomplished. Do they show up again in the future or are you just out of luck and it's time to restart?.

At least some of them do, I can't say about all of them. For example, playing as Athens in the DLC, Plato's on his third attempt to get me to build an Academy. One of these days the RNG will dial that up as a build option while the event is live LOL
