A user who has version 8.4.4 installed reported this to me and I confirmed it in 8.3.0.
See details in this thread, page 2. Also, here is a test that demonstrates the issue:
Banzai Units FOW Deployment Phase Test
My guess is that it's not the units themselves (Japanese Banzai Infantry and Marines) but the "banzai" trait that they share.
[Unit/Trait Bug][Japanese Banzai units visible through FOW in Deployment Phase][8.3.0/8.4.4]

So far I have trouble replicating it. Both in one of my scns, as well as in your test scn.
For example I get this:
Do you have a save of your test scn with this prob being present?

Remember, as I said in that thread:
1) It's only during the Deployment Phase, and
2) It persists only if the AI moves first. If the player moves first, you only see the units briefly "flash by."
The scenario in which the player spotted the issue has this group being located in one of four random spots. The AI moves first, and during Deployment Phase, he could see these Banzai units through FOW but not the others:
I confirmed it in my copy; I believe he is playing 8.4.4 and I'm on 8.3.0. Then I constructed the test which I ran just now and made screen prints and game saves. Again, regular infantry east and west; banzai infantry north and south:
Terrain is not germane. My uneducated guess is that the issue is related to either the highRiskReturn or banzai unit traits which, aside from noPurchase, are the only differences that I can see from their regular counterparts.
Not a big deal; not a priority; it's just that these banzai units give away their positions at the start which may thwart design intentions.
