Can't load into game

I've got a strange issue where I can launch into the game menu but not load into the game. I can get into the campaign war room, but when clicking proceed the game freezes up after loading a bit and opens a windows installer which doesn't do anything. Same deal with the tutorial missions, game tries to load for a bit and then freezes up as the windows installer opens. There isn't a crash, it doesn't give me any logs. I've purchased the game from GOG, the issue persists regardless of trying to use offline installer version or GOG Galaxy one. Attached screenshot of the loading installer bug and a dxdiag zip.
