I've been looking at this game since it was released. I haven't bought it because there seems to be a lot of micromanagement. Is my assessment correct and if so, can you automate any of this?

Depending on your definition of micromanagement, but you can put provinces on auto, either for pop management, build management or both.

Honestly, I don't think this game is heavy with micromanagement unless you are a full optimization fanatic. And even then, you'll need to play several times to understand how to optimize everything.
You should try it!
