E-mail play issues

Hi there,
After 25 years of trying to set-up turn based online play, my friend (in Japan) and I (canada) were very hopeful about Order of battle PBEM. We both have same/latest version and we decide to give Booth Camp a try.
I was able to host, buy units and deploy them on the map. Great!
However when it came to his turn, multiple issues.
To see if this could work, we try to run through a few turns, using videoconferencing and sharing screens so we could see and help each other to "get it right".
At first he wasn't able to buy units, although I'm thinking he most likely wasn't at the right "phase" of play. Nevertheless, then he could only buy infantry, he couldn't buy any other units!!!!! Then could only buy a tank, not any tank but just this one specific tank.
After all this he couldn't deploy his units on the map. The deploy hexes with arrows were not even showing up! After trying what seemed like every option and restarting a few times, we gave up.
My questions:
-Is there a "manual" we could reference to learn how to do this right?
-Do any of you have any idea what went wrong?

Like I said, after 25 years of trying, we came so close yet.....

In general, purchasing/deploying units is dependent on the player having enough land, air or naval command points.

Deployment hexes are usually available in the deployment phase, but may also be available in a certain turn range.

Purchasing units or even type of units may be restricted by the scenario designer.

Also, units usually have an availability date range.

Custom of official scenario? Name of the scenario?

So you see, there are many variables involved here.
