Order of Battle Multiplayer Skirmish Cannot host

Hello.

I am trying to host a skirmish mode game in Multiplayer. I understand certain countries with no real navy cannot play island or ocean maps. However, I cannot seem to be able to host any skirmish game. I select a faction, select a compatible map, say continent for Nationalist China, and then confirm. But I am still unable to see my hosted game, and I assume no one else can see it.

I seem to be able to host scenarios, but not skirmishes. What is the correct way of doing this?
