Order VS Cohesion

:? Hi all just a little confused about the following;

Levels of order: "Steady/Ordered", Disordered, Severely Disordered :?:

Levels of cohesion: Steady, Disrupted, Fragmented, Broken.

Can you therefore be Steady but Disordered/Severely Disordered, or are you automatically no longer Steady when Disordered/Severely Disordered :?:

Troops who are disordered or severley disordered are not steady. Check out page 133 for effects of disorder.
